Description of Duties

This is a professional position located at the Department of Human Services responsible for directing and coordinating cross system partnerships between the Human Services Division of Child and Family Services and agencies such as the New York State Office for People with Developmental Disabilities (OPWDD) and Monroe County Office of Mental Health (MCOMH), and various systems such as the education, intellectual and developmental disabilities, and youth justice systems to facilitate the planning, coordination and program development of public and private services for children, youth and their families with cross-system needs and/or involvement.  Duties involve working with service providers to collectively identify community needs; assess service gaps and inter-system communication and cooperation; and develop, implement and evaluate processes, strategies and programming.   Duties also involve developing cross system and specialized state level plans including required data and representing the County at regional and state-level youth justice consortiums.  The employee reports directly to and works under the general supervision of the Director of Research and Planning or other higher-level staff member with considerable latitude for independent judgment and establishing priorities.  Does related work as required.

Minimum Qualifications

Graduation from high school or possession of an equivalency diploma, plus EITHER:

(A)  Graduation from a regionally accredited or New York State registered college or university with a Master's degree in Social Work or a human services, criminal justice, human relations, human development, child development, child and family studies, social and cultural diversity, psychology, sociology, or counseling field plus three (3) years paid full-time or its part-time equivalent professional** experience coordinating cross system partnerships or in casework, health or mental health care management, social work,  or counseling or providing direct or referral services for individuals with developmental disabilities, two (2) years of which must have included strategic planning, program planning, grant preparation, and/or data collection and interpretation; OR,

 (B) Graduation from a regionally accredited or New York State registered college or university with a Bachelors’ degree in one of the fields mentioned in (A) above plus four (4) years paid full‑time or its part‑time equivalent professional** experience coordinating cross system partnerships or in casework, health or mental health care management, social work or counseling or providing direct or referral services to individuals with developmental disabilities, two (2) years of which must have included strategic planning, program planning, grant preparation, and/or data collection and interpretation; OR, 

(C)  An equivalent combination of education and experience as defined by the limits of (A) and (B) above.

**Professional experience, for the purposes of these minimum qualifications, does not include secretarial, clerical, or similar experience.
